### Responsibilities
The Tennessee Valley Healthcare System (TVHS) Strategic Planner (SP) is responsible for all strategic planning, Capital Assets Realignment, community based outpatient clinics (CBOCs) planning and business planning associated with program development and expansion initiatives.
TVHS is the largest facility in the VISN 9 Veterans Integrated Service Network (VISN 9). TVHS is a Level 1A, tertiary, integrated healthcare system comprised of two hospitals, the Alvin C. York campus in Murfreesboro, TN and the Nashville Campus in Nashville, TN. TVHS also has
nineteen (19) community based outpatient clinics / site of care located in Tennessee and Kentucky and Home Based Primary Care which covers all of middle Tennessee, southern Kentucky and parts of northern Georgia.
The SP coordinates population-based studies involving data collection and analysis, statistical forecasting and related methodologies, and special projects for the Healthcare System Director and Executive Leadership Team involving Healthcare System -specific or network-wide
initiatives. As Healthcare System Planner, the incumbent coordinates the Healthcare System Planning Cycle which involves:
* Assisting senior leadership in developing planning assumptions and drivers;
* Developing a Healthcare System Operating Plan overview to guide Healthcare Services in developing thier strategic plans;
* services in developing their strategic plans;
* Integrating service plans into the Healthcare System Plan;
* Monitoring the implementation of the Healthcare System Plan;
* Chairing the Healthcare System Strategic Planning Board;
* Chairing the Activation Committee;
* Chairing the Space/Move Committee;
* Planning and organizing the quarterly Healthcare System strategic planning summits; and
* Entering all plans into the Health Systems Planning Application and the Strategic Capital
* Investment Program.
The SP provides input and implements a Healthcare System market plan that supports Quality health care delivery, improves access to Veterans' health care services, and guides future capital investments.

**Physical Requirements:** Work is mainly sedentary. Traveling off station to various meetings is necessary and working some overtime hours may be necessary; there may be some walking, standing, bending, and carrying of light items such as papers and books.
**Knowledge Required:** The incumbent applies advanced professional knowledge of the theories, principles, practices and techniques involving VHA and VISN program activities within a complex health care delivery system. Knowledge is applied to analyze current or projected programs to:
(1) Evaluate the quantitative and qualitative effectiveness of a wide range of VHA programs within the Healthcare System;
(2) Develop and recommend revised resources objectives and program operations;
(3) Develop and recommend changes in program resources, objectives operations. and emphasis;
(4) Develop a strategic plan: and
(5) Present conclusions and recommendations to the Director and Executive Leadership Team, as well as key VISN officials involving complex studies requiring application of advanced analytical and statistical methods and techniques.
Knowledge of advanced management, organizational principles and practices are required along with a comprehensive knowledge of planning, programming and resources regulations, including other program areas throughout the VISN. Thorough knowledge of clinical and administrative
programs and their inter-relationships within a complex national health care delivery system is required to provide health care management strategic guidance in accordance with broad departmental program policies and objectives.
### Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/14/2018.
**Time-In-Grade Requirement:** Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. If you are a Federal Employee and if qualified you will be referred as a Federal Employee.
**Interchange:** If you are in a Hybrid or Title 38 occupation in VA, or in the excepted service in another Federal Agency - you must meet the requirements for interchange to be considered for a position in the competitive service. What this means to you as the applicant is that you must meet the following criteria:
1. Be currently serving under an appointment without time limit; AND
2. Be currently serving in a position covered by the interchange agreement ; AND
3. Have served continuously for at least 1 year (if VA: Title 38 U.S.C. 7401(1) or Hybrid 7401(3)).
**Specialized Experience:** You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Work performing progressively responsible analytical or administrative, or clinical management or supervisory experience in the healthcare field. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: missions, organizations, programs, and requirements of healthcare delivery systems; demonstrated knowledge of the management and organizational structure of hospitals and health care systems; comprehensive knowledge of qualitative and/or quantitative methods for improvement of program effectiveness or the improvement of complex management processes and systems; analyzing and evaluating the effectiveness of medical center clinical center operations and programs in meeting established goals and objectives.Formulates effective strategies consistent with the business and competitive strategy of the organization in a global economy. Examines policy issues and strategic planning with a long-term perspective. Determines objectives and sets priorities; anticipates potential threats or opportunities.
**Creditable Experience:** Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: Your resume must have clear titles and dates of experience claimed to receive credit.
**Quality of Experience:** Experience is only creditable if it is either directly related to the position to be filled or in a related field. Qualifying experience must also be equivalent to the next lower grade level. Experience satisfying this requirement must be active practice, which is paid/non-paid employment.
**Part-Time Experience:** Part-time experience is creditable according to its relationship to the full-time workweek. For example, 1 week of fulltime credit for each 2 weeks of half-time work. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
